Sisty Basil serves as the Executive Director, providing overall leadership and strategic direction for the organization. He oversees programmes, partnerships, and institutional growth, ensuring that the foundation’s mission is translated into practical and sustainable impact for communities.

With experience in renewable energy and development work, he plays a central role in guiding implementation, strengthening stakeholder relationships, and advancing solutions that improve livelihoods. His leadership supports the organization’s long-term vision, accountability, and commitment to inclusive development.

Fredrick Mushi has vast experience and knowledge in Productive Use of Electricity, enterprise development, small business financing and renewable energy markets in Tanzania. Fredrick has over 15 years of experience in financial inclusion, entrepreneurship development, formalisation and energy access, and has worked with Property and Business Formalisation Programme (MKURABITA), SIFA Saccos Ltd, Microfinance Linkage, Microcredit Support Centre, Energy 4 Impact and Hivos/IIED Energy Change Lab, SNV Netherlands Development Organisation, DEEM Finance and currently working with ELICO Foundation as the Director of Programmes and Operations.

In particular, Fredrick has been involved in off-grid and grid connected development programs, and also actively built new market access and value chains for productive uses of energy (PUE). He supported more than 6 minigrid developers, 2 electric mobility companies, and 1150 micro and medium sized enterprises in Tanzania, and conducted numerous demand assessments, market assessments and feasibility studies assessing potential for PUE.

Fredrick is also actively involved in advancing the financial inclusion frontier and is working with microfinance institutions, commercial banks, savings groups and asset financiers to tailor-make financial instruments for productive users of energy, farmers, light electric vehicles (LEV) and micro, small and medium sized enterprises (MSMEs). His skills and experience are rounded with knowledge on the legal and regulatory framework related to Property and Business Formalisation, Compliance, Entrepreneurship, Small Business Finance and SME Development.

His role includes working closely with teams and partners to deliver community-focused solutions, strengthen programme quality, and ensure that interventions remain practical, responsive, and aligned with organizational priorities.

Deus John is a Certified Public Accountant (ACPA) with a Bachelor of Commerce in Accounting from the University of Dar es Salaam and a Master of Science in Finance and Investment from the Institute of Finance and Management (IFM). He brings over twelve years of experience in managing prominent donor-funded projects, having worked with a diverse range of international and local organizations.

He has extensive expertise in planning, organizing, directing, reviewing, and approving the operations of key support units, including Finance, ICT, Logistics, Human Resources, and Administration. He works closely with program teams to ensure compliance with donor financial regulations, while providing strategic oversight of expenditures, supporting the development of project budgets, and leading financial reporting to prime partners and key stakeholders.

She is a researcher with expertise in industrial biotechnology, food technology and value chain analysis, supported by a PhD in Food and Society. She applies integrated natural and social science approaches to inform evidence based project development across diverse value chains. Her work includes sustainability research, circular bio innovations, exploration of the food-water- energy nexus, and the development of products derived from agro waste and alternative raw materials. Additionally, she also examines how emerging consumer trends interact with policy environments and aims to enhance stakeholder engagement in projects, enabling teams to identify challenges, co create solutions, and drive sustainable, high impact project outcomes.

Adrian Mapunda Adrian Mapunda is a Tanzanian specialist in sustainable rural energy solutions and currently serves as Senior Program Manager at the ELICO Foundation in Dar es Salaam. He leads initiatives that address energy deficits in underserved communities through the deployment of renewable and off-grid energy systems

With over 10 years of experience, Adrian has held senior roles including Project Manager at Sagemcom Energy and Telecom, Country Manager at PowerGen Renewable Energy, and General Manager at EON Offgrid Solutions. His expertise spans project management, system installations, stakeholder engagement, capacity building, and regulatory compliance, with a strong focus on rural electrification in Tanzania.

Adrian holds a BSc in Technology Management and a B-Tech in Electrical Engineering. He has contributed significantly to the advancement of off-grid solar solutions, productive use of energy, and capacity-building programs. He is a member of the Tanzania Renewable Energy Association (TAREA), specializing in solar mini-grid systems, and is widely recognized for his professional leadership in the renewable energy sector.
