With expertise across renewable energy, finance, project management, and community development, the team ensures that the foundation’s vision is translated into measurable impact on the ground.
Working closely with the board, senior management oversees day-to-day execution, builds partnerships, and ensures the effective delivery of innovative solutions that respond to the needs of communities.

Executive Director
Sisty Basil is the Executive Director at ELICO Foundation, a Tanzanian NGO dedicated to addressing energy challenges in remote areas. With over fourteen years of experience, he has worked extensively with environmental and renewable energy institutions and companies.
His expertise includes renewable energy, climate change programs, and providing advisory services on clean cooking, electric mobility, and other renewable energy issues.
Sisty is passionate about environmental stewardship and community development, and through his leadership, ELICO Foundation continues to make significant progress in alleviating energy poverty and promoting sustainable solutions for a cleaner future.
He is a recipient of Sandra smithey fellowship, Acumen Fellow and University of Michigan African Presidential Scholars (UMAPS)
Fredrick Mushi
Director of Programmes and Operations
In particular, Fredrick has been involved in off-grid and grid connected development programs, and also actively built new market access and value chains for productive uses of energy (PUE). He supported more than 6 minigrid developers, 2 electric mobility companies, and 1150 micro and medium sized enterprises in Tanzania, and conducted numerous demand assessments, market assessments and feasibility studies assessing potential for PUE.
Fredrick is also actively involved in advancing the financial inclusion frontier and is working with microfinance institutions, commercial banks, savings groups and asset financiers to tailor-make financial instruments for productive users of energy, farmers, light electric vehicles (LEV) and micro, small and medium sized enterprises (MSMEs). His skills and experience are rounded with knowledge on the legal and regulatory framework related to Property and Business Formalisation, Compliance, Entrepreneurship, Small Business Finance and SME Development.
His role includes working closely with teams and partners to deliver community-focused solutions, strengthen programme quality, and ensure that interventions remain practical, responsive, and aligned with organizational priorities.
Deus John
Director of Finance and Administration
He has extensive expertise in planning, organizing, directing, reviewing, and approving the operations of key support units, including Finance, ICT, Logistics, Human Resources, and Administration. He works closely with program teams to ensure compliance with donor financial regulations, while providing strategic oversight of expenditures, supporting the development of project budgets, and leading financial reporting to prime partners and key stakeholders.

With over 10 years of experience, Adrian has held senior roles including Project Manager at Sagemcom Energy and Telecom, Country Manager at PowerGen Renewable Energy, and General Manager at EON Offgrid Solutions. His expertise spans project management, system installations, stakeholder engagement, capacity building, and regulatory compliance, with a strong focus on rural electrification in Tanzania.
Adrian holds a BSc in Technology Management and a B-Tech in Electrical Engineering. He has contributed significantly to the advancement of off-grid solar solutions, productive use of energy, and capacity-building programs. He is a member of the Tanzania Renewable Energy Association (TAREA), specializing in solar mini-grid systems, and is widely recognized for his professional leadership in the renewable energy sector.
Tamari Mwakasege
Procurement and Client Care Officer
Tamari holds holds an Advanced Diploma in Procurement and Logistics Management, a Postgraduate Diploma in Finance Management from the Institute of Accountancy Arusha, and an MBA from the University of Iringa. Her career spans impactful roles at RTI International, the Ministry of Health (Global Fund), Agpahi, and other leading organizations. She is known for streamlining procurement processes, strengthening supplier relationships, and driving supply chain strategies that support organizational growth and sustainability.
