ELICO Foundation Launches Innovative Study on Sustainable Financing for Rural Healthcare Infrastructure

ELICO Foundation has officially launched a new project in Mafurungu Village, Chamwino District Council, that seeks to explore innovative ways of financing healthcare infrastructure in rural Tanzania.

The initiative will examine how water assets owned by healthcare facilities can serve as sustainable financing mechanisms to support and improve essential services, including access to clean energy and reliable water systems.

The project will be implemented in Chamwino and Mpwapwa districts in Dodoma Region, where ELICO Foundation will work closely with healthcare facilities, local government authorities, financial stakeholders, the Rural Water Supply and Sanitation Agency (RUWASA), and local communities.

Together, they will assess how existing water infrastructure can generate value and contribute to the long-term sustainability of healthcare services.

The study aims to identify practical and scalable financing approaches that can help healthcare facilities strengthen their operations while reducing dependence on external funding.

By leveraging existing infrastructure assets, the project seeks to create sustainable models that improve service delivery and resilience in rural communities.

Speaking about the project, ELICO Foundation’s Director of Programs and Operations, Mr. Fredrick Mushi, emphasized the importance of integrating water and energy infrastructure to improve healthcare services and community resilience.

“This project represents an important step toward sustainable and innovative financing for healthcare infrastructure in rural Tanzania. By linking water systems and clean energy solutions, we aim to strengthen healthcare service delivery while creating scalable models that can benefit more communities across the country,” said Mushi.

The selected districts already host water facilities installed by ELICO Foundation through the Kijanisha Afya Programme, an initiative supported by the Embassy of Ireland in Tanzania.

The existing infrastructure provides a strong foundation for testing how productive use of water assets can contribute to the sustainability of healthcare facilities and their services.

ELICO Foundation acknowledges the support of UNOPS through the Sustainable Energy for All (SEforALL) Powering Healthcare Innovation Fund for making this initiative possible.

The Foundation believes that innovative financing solutions are critical to expanding access to quality healthcare, clean energy, and water services in underserved communities.

ELICO Foundation calls upon development partners, government institutions, financial actors, and other stakeholders to support innovative approaches that strengthen healthcare infrastructure and improve the well-being of rural communities across Tanzania.
